Seminar for strategic planning - Fundamentals of Strategic Planning in the judicial context

    11.09.2024.

The EU4Justice Project and the Ministry of Justice of Bosnia and Herzegovina have held a two-day seminar in Sarajevo, “Fundamentals of Strategic Planning in the Judiciary Context” for the Ministry of Justice at all levels across the BiH, the Secretariat of the High Judicial and Prosecutorial Council of BiH, and Judicial Commission of Brčko District. International experts Miguel Pascual de Riquelme and Javier Parra have introduced the participants to strategic planning, environment scanning, proper SWOT analysis, as well as the importance of setting strategic objectives. The resources, allocation, budgeting, logical framework, and key indicators were also part of the educational sessions. This seminar aims to contribute to bring Bosnia and Herzegovina closer to meeting EU accession criteria.

“The Ministry of Justice of BiH is competent for strategic planning within the justice sector, drafting of proposals of laws and by-law acts and other regulations at the state level, efficient administrative functioning of the judicial bodies of BiH, and cooperation with international criminal courts. We are dedicated to enhancing the strategic planning capacities of judicial managers to improve the efficacy and effectiveness of judicial administration. By organizing this seminar, we have achieved that,” said Toni Šantić, Head of Sector for Strategic Planning and Aid Coordination within the Ministry of Justice of BiH.

The EU4Justice Project supports the Ministry in advancing the monitoring and evaluation framework and reports on areas of Chapters 23 and 24 of the acquis communautaire related to justice in line with the requirements of the EU candidate status of BiH.
“During the seminar, we have spoken a lot about the strategy implementation as well as its adjusting and revising, stakeholder engagement, and technological innovation in judiciary strategic planning. The Project will support the MoJ with scanning and mapping relevant strategic decisions belonging to the BiH justice sector, as well as related obligations of institutions as prescribed by laws or international agreements, with the purpose of rationalizing, harmonizing, and integrating monitoring processes and the preparation of assessment and evaluation reports,” concludes Jorge Obach, EU4Justice Component 1 Leader.
The seminar was organized as part of the EU4Justice Project - Phase II which is implemented through the financial support of the European Union with the aim of harmonizing the judicial system of BiH with European standards through strengthening the independence, effectiveness, responsibility, and efficiency of the judicial sector in BiH.
